Answering
to a Turkish Journalist's question in the interview in Strasbourg how he regards
the signed document by 19 deputies of PACE where Robert Kocharian is called to
adopt the proposal of the Prime Minister of Turkey and to form a joint group of
historians the CoE Secretary General Terry Device said that he wasn't introduced
to the content of that document but he knew the problem. "It's a good idea
and I'll support. I think it is a fine gesture by Turkey and if the Armenians
join and discuss I think it will be possible to come to a general standpoint."
But the RA NA deputies don't share that standpoint AND mark positively Robert
Kocharian's NAIVE HONESTY It
was obvious still that time when we were adopting the institution of human protection
by CoE request that the ombudsman of Armenia will stand in front of serious problems
in case of serious approaches to the work. Perhaps Larisa Alaverdian adopting
the proposal of becoming the ombudsman didn't imagine clearly what role the authorities
have given to her. That means that Mrs. Alaverdian hasn't been warned from the
beginning that she must only show that human rights are protected in our country.
And not more. It must be understandable itself that Armenia needs in ombudsman
for "ticking off" in the account given to CoE. Mrs. Alaverdian wasn't
so quick-witted and began fulfilling her commitments honestly irritating the authorities
by her activities. It wasn't enough to express independent thoughts round social
and legal problems of our country she also began demanding the group of commissions
provided by law. The result of this was that the President and the Government
had to curb the ombudsman by the Constitutional Court. It is spoken about reviewing
the standpoint from the law "About the protector of human rights" which
allows the ombudsman to demand any information about legal proceedings. It isn't
difficult to guess why the problem of corresponding to the Constitution became
so actually. Nobody, not even the deputies who adopted the law "About ombudsman"
in 2003 didn't foresee that the point of the law had to be realized. Especially
by the ombudsman appointed by the President. |
