THE MAN ABSOLUTELY
LIKE AN ANGEL

ONE NATION, ONE AUTHORITY?

The authors of three projects on the RA Constitutional reforms produced to the discussion of the parliamentary commission for integration into European institutions think that the prohibition of double citizenship must be moved. That is the principle of double citizenship must be work. Robert Kocharian has promised such a promise in his election campaign in 1998. But then Kocharian seemed to take a sober view of the thing understanding that it is easy to give rights to the foreigners but it is difficult to give obligations to them. A project, which didn't prohibit the double citizenship, was produced to the referendum of constitutional amendments, which was held parallel with parliamentary elections. But that project was failed.
Double citizenship lays down a lot of problems in front of the Armenians indeed. Let's imagine that double citizens have rights to be elected as the RA NA deputies according to that law. In that case it is possible that the main part of our deputies will be from Los Angeles. Whose state interests will they pursue Artmenia's or the USA's? But there are also some factors that can trouble the authorities and delay the adoption of the issue of double citizenship. First of all the rivarly of wealthy and influential candidates from Diaspora and rigging the results of elections in case of giving the citizenship to the Armenian from abroad will become difficult. And other arguments for example serving in the army aren't serious obstacles as the countries, which have the practice of double citizenship, have regulated this problem, too. The problem of military service is simply a shield for those who will do their best not to allow the wealthy, influential and political "akhpars" to determine the fait of elections in Armenia. The most part of Armenian inhabitants is against the double citizenship though they use the right of voting only theoretically. Anyway they will feel themselves depressed from the thought that they must suffer not only from their own authority which came to the power with frauds but from that authority elected by the wealthy Diaspora. No, we prefer local robbers.
