RICE IGNORED PUTIN

The U.S. Secretary of State Condoleezza Rice declared that the RF integration into cooperation of European countries might be threatened if Russia didn't become more democratic. Speaking in the U.S. congress she declared that she was worried with the concentration of the authority and the condition of independent media. The Secretary of State also stressed it wouldn't be right the intention of isolating Russia reminding that Russian-American meeting of high level would take
place next week.

THEY COMPENSATED
THE PREJUDICE OF ATKINSON'S REPORT

The citizens of Armenia must be proud: our country was found itself in the honorary list of those countries to which the Great Britain offered to pay 10% of outward debt. Beside us Mongolia, Vietnam, Nepal and Shry-Lanka were also in that list. These are also poor countries like ours but according to the government of the Great Britain they are worthy of 10 % of discount as they carry out stabile policy of controlling state expenses. That is, these countries don't waste money for improving elementary conditions of their citizens' life but pay off outward debts. For example, as Armenia gave its establishments to Russia instead of paying off its debts. That's true Russia doesn't know yet what to do with these movables given instead of debts. The important is that the debts don't increase.
Thank God the United Kingdom doesn't want anything instead of that 10 %. Otherwise we don't have any establishment to give instead of debt, perhaps only the "Crossroad of TEC" /"TECi krug"/ remained. The Great Britain only expects that a sum of 20 million dollars that our country won't have to give to creditors in the following 10 years / the Britishers are going to support us 10 years/ will help Armenia to increase the financing of those spheres such as the health, education and social assistance and raising the standard of living as far as possible.
If we divide 20 million dollars into 10 years we'll get two million dollars in our budget for every year. That means that the allowances of pensioners, invalids, unemployed mothers and other groups who were unable to work will increase.
But that 2 million is too conditionally. As our budget of given establishments to Russia instead of debts was also increased. The same will happen in case of the assistance of the British government. In reality it isn't excluded that this is the moral compensation of the member of British Parliament David Atkinson's report. The assurance of the Ambassador of the Great Britain in Armenia wasn't accidental that the following report is the reflection of Atkinson's own impressions and not the impression of the United Kingdom. Here is the compensation.
What about material compensation the incoming part of the budget won't be increased by that 20 million. And zero minus zero is certainly zero.
