WILL THE OPPOSITION PROMOTE
THE IMITATION?

Whether the opposition not getting real guarantees that its proposals will be adopted will take part in constitutional discussions. The "Justice" doesn't hurry to refuse the proposal of coalition: the "Justice" will hold a sitting where the further activities will be decided. And the deputy chief of "National Unity" Alexan Karapetian though also said that the faction hadn't discussed that issue yet " But in my opinion we mustn't take part in the constitutional process, as it is impossible to work with those people who aren't able to make decisions, say "yes" or "no" and all their activities are only directed to the imitation. Why do we take part: for the opposition to speak and for they do what they have decided? The Constitution is already ready, the remain is simply a ceremony putting in a false front to the Europeans as if they have discussed with the opposition."

Is it a matter of laurels?

Robert Kocharian signed a decree on forming a working group to investigate the issue of frozen deposits. According to the document the group must produce its conclusion on this issue till 1 June 2005. In short, general mobilizations in favor of sacred cause to return deposits. But it is worth to notice that Robert Kocharian has promised his electors nothing on returning deposits in his pre-election campaign in 2003. "Orinats Erkir" is known as the first upholder of that issue though ARF had given more imperative pre-electoral promise in this issue. The only party that refused categorically the possibility of returning deposits was the Republican Party, which was for more realistic approach to the case.
The same realism dominates in official standpoint until recently. Neither the temporal commission of the Parliament nor the commission attached to the Government and nor the efforts of opposition didn't succeed in investigation of this issue. The parliamentary majority failed the initiation of the opposition, as it didn't want to yield the laurels of returning deposits to the opposition. It is obvious the same majority will also fail Viktor Dallakian's draft, which the opposition is going to discuss in three-day term. In part the Republicans failed the similar initiation of "Orinats Erkir" in time. Dashkatsutiun took the most save position declaring it was for returning deposits but for profitable account for the depositors. In short, everybody has already given up for lost the issue on returning deposits when the boss appeared. That is Robert Kocharian with his decree on forming a working group making all state owned bodies to give support to this group.
Essentially, the laurels aren't so important. If only the case is moved ahead.
