A NEW WEAPON OF DEMORALIZATION

According to the American "New Scientist" periodical Pentagon has worked up a sex-bomb. This awful weapon isn't mortal at all but the soldiers of the enemy become "indescribable" attractive by its influence and turn into "homosexualists". The army of the enemy is demoralized and defeat as a result. Wicked tongues say that the fist test of that bomb was conducted in the RA ruling clique.

ANYWAY THE CONSTITUTION
WILL BE APPOINTED

As we have already informed the commission of Venice in its December report comparing the constitutional changes the coalition has produced with the project of Armenian Constitution of 2001 has concluded that the Constitution is changed in favor the president. According to experts those points which shows that the project produced by the coalition is directed no to the democracy but to strengthen the authoritarian regime are too many. For example that point was brought according to which the president have right to appoint or dismiss the mayor of Yerevan. Or that the president has right to hold sittings of Government and rule it. The commission of Venice didn't like it. It didn't also like that the president appointed the NCTR /National Committee of television and Radio/ members. It is spoken about that commission which decides itself what TV company give a licence of broadcasting and what TV company to deprive. It is decided by the order from the ruling clique and not by the law. For example ruling clique ordered it to close "A1+" and "Noyyan Tapan". First of all the Europeans who got a lot of complaints about this issue decided to persuade the authorities to restore the deprived work of TV companies. But then they understood that the ruling clique is firm.
The commission of Venice decides to act in other way: it suggested including in the Constitution a new article according to which the NCTR must be reorganized by democratic principle. The Europeans think that in case of electing the NCTR members and not by the decision of the president the independence of NCTR will be provided. But this is the naivete of the Europeans. Well, if we respect the opinion of Venice commission and add in the Constitution that the NA must elect the NCTR personnel. But let's not to forget that there is another point in our Constitution according to which the NA is elected by the national voting. But we know that the RA president forms the majority of the NA. According to the same Constitution the community heads except the mayor of Yerevan are elected and not appointed. But the heads of communities are appointed de-facto by the president. The conclusion is that however we change the Constitution of Armenia the democracy won't be added.
