ARCA BANCOMATS WERE
OUT OF ORDER

All separate communication ways of "Armenian Card" paying system were disconnected from yesterday morning and the bancomats of "ArCA" system stopped service the owners of cards temporarily. According to the "Armenian Card" LTD the reason of disconnecting the ways of communication were repairing works of southern signal by the initiation of "ArmenTel" LTD. The paying system that allowed the owners of cards to make electronic payments by Internet was also out of order with the same reason. "ArmenTel" assures that the repairing works are going to be finished in the evening of March 16.

THERE ISN'T ANY "THEME" TO SPEAK

Hearings on "The Conflict of Nagorno-Karabakh, the Ways of Settlement" theme will be held in the National Assembly on March 29. The hearings will seek for the opportunities and levers of the parliamentary diplomacy and the specification of roles of Armenia and Karabakh in that process. The most interesting is that the problem of "stage-package" will be discussed during these hearings, which seems to be solved finally in 1998. It was said clearly at that time the "stage" is traitorous and the "package" is national, the first is defeatist and the second is victorious. And now after 7 years it is found out suddenly that this problem isn't out of the agenda it can be discussed without getting the qualification of "the traitor of nation" and "Turkish". Friendly speaking this isn't so astonishing. And more, it can be found out that the politicians /both Armenian and Azerbaijani/ have betrayed their citizens during these years. As they gave themselves account that there wasn't any difference between "stage" and "package" formulating. Each of them demands concessions, which the Armenian and Azerbaijani authorities won't make not to be called traitors and depriving of the authority.
Other problems are being discussed for internal political purposes without real desire of the conflict settlement. But delay of the negotiations reached to deadlock for both parties and more it may bring to unpredictable solutions. As it is known Ilham Aliev has declared lately that Azerbaijan won't make concessions and the Azerbaijani President even made to understand that he had no wish to meet Robert Kocharian as there won't be " a certain theme to discuss". But what theme when it is said that the concessions won't be made? In that case the President of Armenia will not also have a "theme". The deadlock is just that.
Our parliamentary hearings could hardly change radically the situation and stimulate the peaceful settlement. Our authorities wasted much time to prove the RA citizens how national and uncompromising. By the way the parliamentary opposition is like that. Consequently the deputies also don't have any "theme" to speak. It usually happens in "organized countries".
