A CONFUSION IN THE "ELECTORAL CODE"

Prime Minister Andranik Margarian said to the journalists yesterday that exploitation
of Baku-Jeihan gas pipeline broke the balance of the powers in the South Caucasus.
By his words Armenia must find an alternative way to restore the territorial balance.
According to the Prime Minister the alternative can be Iran-Yerevan gas pipeline.
He underlined that the construction of the gas pipeline would allow Armenia to
transfer gas through Georgia to Europe. And now it is spoken about some counterbalance. A KNOTTY STORY The situation round the problem of withdrawing the Russian military forces from Georgia becomes more intricate. The President of Russia Vladimir Putin for example on one hand declares that Russia doesn't pay any attention to the Russian basis in Georgia as in the opinion of the General headquarters those basis aren't interesting from the angle of security. On other hand Putin declares that he doesn't want the military forces of the third country to appear in Georgia after withdrawal of Russian military forces as it will threaten with the security of Russia in that case. We can consider that the Russian President hasn't guessed till now why Georgia insists on withdrawing of Russian military forces. For what else if not for entering into NATO and for the military forces of the third country to enter Georgia. The Georgians are also faced with the dilemma. They affirm to withdraw Russian military forces till the January of 2008. But suddenly the speaker of the Parliament Nino Burjanadze declares that it isn't so principle to withdraw Russian military forces in January or May of 2008. The important is to withdraw but not to Abkazia, perhaps to Armenia. Nothing threatens Georgia by Armenia consequently Georgia isn't against moving the Russian military stations and techniques to Gyumry. But Baku is against it, declaring that it threatens with the security of the region and may break the traditional confidence and relationship between Azerbaijan and Russia. In short it becomes obvious that Russia doesn't need in its military forces placed in Georgia so much but it doesn't want to withdraw its forces for its security. Second, moving those military forces to Armenia also can threaten the security of Russia. But this time with Azerbaijan. But the withdrawal of Russian military forces from the region will be the greatest mistake for the Russian security. Though there is the existance of Russian State interest but we mustn't ignore the interests and security of Armenia. If Georgia threatens with a danger for Russia placing the military forces of the third country then it will also threaten the outpost of Russia, Armenia. And eventually agreeing to replace in its territory what Georgia withdrawed threatens to be considered as the outpost of Russia entirely by the international community.
