The group fighting for the authority produced its way of settlement of the Karabakh conflict in written form to the RA First President Levon Ter-Petrosian in January 1998 according to which not only the former Autonomous Region of Nagorno-Karabakh but also the main part of Kelbajar, Fizuli, Jabrail, Ghubatli and Zangelan must be under control of independent Karabakh.

HARMLESS REVELATIONS

There is no debt, the NA Control Chamber works hard. The examinations of the Chamber will lead to certain results. The Prosecutor has sent a lot of warning letters to different Ministries and officials. And more, the Office of Public prosecutor has brought 3 criminal cases and 7 cases on administrative infringements. And the most important thanks to their activities of the Control Chamber a large sum of money is returned to the state budget.
But it is strange that the lost resources are returned but the officials who have wasted it remain in their posts. Though they get warnings and letters from the prosecutor. But the officials must read those warnings and letters, which is a real punishment for them. And besides reading them they must also answer and return the lost money. Seven officials who wasted state resources even filled the budget paying 150000 Drams. But the important is that those officials aren't dismissed from their posts. It means that the history can be repeated soon and the state resources will be wasted as usual. And if the Control Chamber even notices it will again send warning letters, perhaps it will fine some of the officials and bring some criminal cases against the bribed directors of enterprises and some money will be returned to the state budget from somewhere. And the Ministers and other officials will remain in their posts. What must we afraid of if you rule badly and waste the state money and nobody harries to dismiss you from your post? That means it must be in that way, everything is good and everybody is satisfied. The Control Chamber detects and no official suffers. As it is said both the wolves are fat and the sheep are harmless.
