Yesterday a Dollar was bought by 450 Drams and sold by 500 Drams in some points of money exchange. In the opinion of the specialists such a ratio shows that Dollar is going to be risen in its price. The same specialists think that Dollar will rise in price a little till the next "attack" of oil and cigarette importers.

Judging from the thing that how little our parliamentarians are interested in constitutional changes no good thing waits for us. Or rather the old history will be repeated, the Constitution will become a material for political purposes, the opposition will criticize the authority in the way of affirming a authoritarian regime and even dictatorship. The coalition will insist on the opposite that its version is the most democratic. The "Politburo" on the Constitution - the Commission of Venice will express its opinion on this occasion. The coalition will say that the members of the commission of Venice have liked the official version and the opposition will say that the same commission can't see that version.
The most part of the citizens will come to polling places in August or September unknown to the contents of the produced changes. And during voting they will adopt the propaganda of the powers who were for or against the project. This time it promises to be more active than it was in 2003 when the referendum was failed. But at that time our authorities weren't interested in the results of the referendum, the problem was only the performance of honoring commitments towards the CoE. This time the referendum can't be failed as the CoE insists on the necessity of reforming the Constitution. Consequently the referendum of Constitutional amendments threatened to turn to the example of elections. That means the authorities will do the possible for getting positive results from the referendum, the opposition will do its best to fail the referendum. And we, the common citizens will get the role of supernumeraries who don't need at all what amendments will be in the Constitution. What is the difference if nothing depends on what is written in the Constitution? Our authorities need in that Constitution for infringing it. Our authorities will have to infringe the Constitution which will satisfy the commission of Venice more than the current. This is only the difference.
