DOES POLICEMAN KEEP ORDER
OR INFRINGE?

The policemen from roadworthiness inspection stopped a jeep in the crossroad of Khanjian-Tigran Mets streets /near "Queenburger" cafe /, in a forbidden place, impeding the traffic and was discussing something with its driver for 15-17 minute then the driver approached to the car of the roadworthiness inspection with his documents and spent some more minutes with this position. Both the citizens and cars were passing the street in the forbidden place during that time.

THE PRICE OF "GOLD"

Frankly speaking, it isn't so understanding, if not say incomprehensible what the OSCE PA reporter on NK issue Goran Lenmarker means when he says that "golden opportunity is occurred" for settling Karabakh conflict. Here how that "gold" is compared with some declarations made just the following day the author of which was Robert Kocharian. The latter directly stressed in the joint press interview with the President of Latvia Vaira Vike-Freiberga yesterday; "The problem of independence of the Republic of Armenia has nothing general with the territorial integrity of Azerbaijan. After fall of the Soviet Union NK declared its independence by referendum and Azerbaijan declared about restoring its independence lost in 1918. Karabakh has never been the part of independent Azerbaijan". Here is a gold for you. Whether Robert Kocharian's thoughts are fair or not in this case is another matter of conversation. But let's agree that this text, which is repeated, by Robert Kocharian and Vardan Oskanian which has 7 years old history isn't the best index of success of negotiating process. And if that text is sounded during the joint interview with the President of the EU member country it isn't difficult to imagine with what material the OSCE PA representative Goran Lenmarker will compare the possibility of NK conflict in the near future.
Speaking on the same problem the president of Latvia Vaira Vike-Freiberga mentioned that Latvia shared the EU opinion in settling the NK conflict. And EU pays more attention on the principle of territorial integrity. So do you think there was a contrast between her and Kocharian's sayings? It can be seemed so at first site. But in reality the RA President "doesn't see any difference between territorial integrity and principles of free self-determination".
