| THE LAW OF STOP SMOKING The RA law according to which smoking is prohibited in public area became valid from yesterday. For example in the parliament smoking was permitted only in special places and there were masses gathered there. The air was clean even in buffet and corridors and the right of non-smokers was being defended. TOO SEPARATED AUTHORITY In one of E. Shvarts’ tales the king decides to kill the soldier and “holds” a procession saying; “I’m your judge, prosecutor and advocate at the same time. As a prosecutor I accuse you of state treason, I don't see any extenuating circumstances as an advocate, and as a judge I condemn you to death”. Excuse me, will you be the hangman, too?»- the soldier asked. «No we have a hangman, and a good one”,- the king informs. Demonstration of «separation of authorities» is specific for both the classic monarchy, and soviet feudalism /what the writer alluded/ and the countries like ours which have kept the elements of that feudalism. It isn't accidental that the inhabitants call their «regional oligarch» «king» or “prince» and the latter call the RA President in that way. Feudalism is soaked in our blood, the tastiest bananas are for the leaders of the tribe who will allot to his subordinates. It is understandable that there isn't any separation of authorities in feudalism period. What is called «parliament», «court», «prosecutory», «commission», «ombudsman» are subdivisions of royal institution. Ombudsman is an ombudsman in Norway, he is a chief of “narodni control” section in our country. And if he doesn’t want to become so the king dismiss him. And all functions pass by feudal-parliamentary logic described in Svarts’ tale. Let’s suppose the king doesn’t like any TV Company. In that case he says one of his viziers; Keep them silent”. The remain is the matter of technique. There will always be nice young persons like Amalian. Or a deputy refuses of signing a paper given by one of the viziers. The king says; punish him». And the «sixth» is sent to him, which is led by a sympathetic A. Gizirian. But all these are secondary; the most important thing is to hold the national soul of the people lightened. And it is done with the help of demonstrations. Aram Abrahamian |
