NON PUNISHMENT
 

The recurrent quarrel took place in the center of Yerevan, near “Santa Fe” café, which last till 4:00am. But the police haven’t registered that case, which is strange enough (or rather would be strange for a normal country): the dwellers heard the noise of the quarrel and noticed traces of blood in the morning. All that happened in the center of the city, not far from the Freedom Square where our law enforcement bodies guard to prevent any attempt of mass meetings.  This means that their mission is only to prevent any activity of the opposition.

Taking into account the indifference of the police, the quarreling guys have powerful “dads” or close relatives who will do their best to avoid any punishment. For instance last week the son of Armavir governor’s brother crashed three girls standing on the pavement. One of them will be invalid. We can affirm that they guy who crashed the girls will not be punished, and if he is even condemned, it will be a very symbolic term and he will hardly stay in the prison during that period of punishment. Why the crash should be punished stronger than calculated homicide for what the former mayor of New Hachn was condemned for less than two years. The same refers to governor of Syunik, the parliamentarian’s prosecutor son, Gyumri mayor’s son etc.

People wish to be assigned in high positions not only for taking bribes, supporting business or building palaces. The positions allow their owners and their relatives to commit crimes and remain unpunished. Without non-punishment people can not enjoy their position.

Who does need in a high position or parliamentary mandate if the son of its owner cannot drive by breaking the traffic rules his expensive jeep which is equal to his father’s 100 year salary?

NO LACK OF POSITIONS
 

Three standing committees were added into 9 standing committees of the Parliament.

 There have been only 6 standing committees in the history of the Parliament but the Parliament in 2007 had to make changes in NA legislation adding the number of committees to share among PAP, ARF and RPA factions. But the situation was again changed after presidential elections, and there was again lack of positions since the “Rule of Law” Party joined the coalition. Though the latter got positions in the executive body but it didn’t have any position in the legislative body up to yesterday. To avoid of this kind of “injustice” “Rule of Law” party faction member Hovhannes Margaryan made a legislative initiative on increasing the number of standing committees up to 12. It was proposed to form standing committees on agriculture, nature protection, and territorial administration. 12 is the maximal number of standing committees which our Constitution allows.  There were gossips as if “Heritage” Party will be assigned in new positions and one of demands of the PACE 1609 resolution will be fulfilled.  But “Heritage” refused the proposal of new ...
