17 BUT NOT AUTHORITATIVE
 

About 10 people gave me the same question on May 3: “Is there a free press in Armenia?”We can either give a very simple answer to that question or try to find out what the freedom is in reality. Perhaps there is no perfect free media in the whole world since there is no free business.

The material status of media in the most developing  and democratic countries  depends not only the quality of articles but on the outside factors (in particular, advertisement) and it can’t limit the freedom of a TV Company or newspaper.

But the press of Armenia (Azerbaijan, Turkmenistan, and Belarus) faces to other limitations. The authorities have levers to manage the media and do not allow the publishing of that information which is not desirable for it. Our TV Companies are controlled in that way. When the heads of TV Companies declare that “we are businessmen, we are not interested in policy” they are not sincere, every time they take steps which opposes to their business interests, they only want to please the authorities. For instance they close talk shows during the presidential campaign though those talk shows will have the best rating and will attract different and expensive advertisements. Or they refuse to broadcast the opposition’s payable announcements. No, friends, you are not businessmen, you are officers who work by the authorities allowance.

Frankly speaking the ruling clique should give the solution. This, or next or the next after next authorities should be so wise, liberal and tolerate to be able to broadcast everything. But the authorities today prefer to have 17 not authoritative TV Companies. That’s why “A1+” was closed.

IN FAVOR THRUE REFORMS
 

  “We have always led and will lead by the rules of the political struggle, we have acted and will act within the framework of the law, contrary to the ruling regime which has systematically opposed and will oppose to those rules, to the limit of democratic freedoms, aggressive ant propaganda, administrative pressures, mass arrests, and the physical violence the culmination of which was March 1 bloodshed. Not recognizing the legitimacy of that regime we, taking into account its political factor, are ready to start a dialogue. But first of all the Armenian Government should honor the PACE commitments and fulfill demands of 1609 resolution adopted on April 17”, - RA First President Levon Ter-Petrosyan said in the Pan-Armenian Second Congress.

MASS MEETING IN THE HALL
 

The atmosphere of the Second Congress of the People’s Movement was like this.

The entrance to the hall of the Government’s sitting was crowded one hour before the Congress launched. The corridors of the hall were also full of people who were following the events in the hall through monitors placed there.

It is impossible to speak about the whole speeches, so we will represent more interesting ones.

 Levon Zurabyan noted that thousands of arrests, violence weren’t able to break the will of the Movement and prevent it: This People’s Movement, which unites 23 political parties and several thousands, public organizations, is unprecedented.”

PPA Leader Stepan Demirchyan noted that the demands of the People’s Movement are equal to the PACE commitments required by 1609 resolution. “Let’s not forget that CE demands to allocate frequency to “A1+”, call to responsibility those who made frauds during the presidential elections in 2003”. Stepan Demirchyan thinks that the authorities should realize that “it impossible to overcome the current crisis by cosmetic changes or imitations. We need in radical changes. The crisis should be overcome by holding free and fair elections.”
